Ximbolands purpose is to serve the world by offering a truly democratic alternative to the established, familiar and autocratic social media platforms.
This means that our laws change, shift and evolve over time as decided by Ximbos for Ximbos. Whilst this means that change is a relatively constant occurrence we believe that this is a price worth paying in order to defend democracy and to keep Ximboland free from the oppression and totalitarianism that envelopes other platforms.
In Ximboland we have 2 sets of legislation - Presidential or Palace laws (sometimes called fixed laws) and governmental or Pink house laws (sometimes called flexible laws because they regularly change).
The Presidential (Fixed) laws are set in stone and can not be changed by anyone except the President , Miss Bimbo Sindy Laarson I. These laws are long term in their nature.
Pink House or flexible laws can be changed by the elected Ximbo government of the day. Where possible we try to ensure as many laws and aspects of Ximboland are flexible and can be changed by the elected government of the day. Because government terms last only 3 months these laws are sometimes subject to regular change.
For example laws around adult content are ‘flexible’ and decided in the Pink House. To some Ximbos adult content has no place in Ximboland and should be banned. To others adult content is a form of self expression and is therefore actively encouraged.
Our laws are split into the following categories
Christopher Evans & Design Forge Ltd has designed, developed and runs an innovative and original democratic social media platform "Ximboland" (hereafter referred to as "the site" or "Ximboland" which is accessible via the URL ximbo.land

Ximbolands has chosen to allow other Users/Ximbos to moderate the Users' contributions after posting in order to ensure freedom of expression, while still implementing adequate and available means in terms of Internet in order to respect the laws in force. The choice of moderation after posting also results from the practical impossibility of carrying out a general prior control on all contributions, due to the instantaneous nature and large number of contributions. In this respect, moderation after posting cannot be carried out over all the contributions posted on the discussion in the Town Square. The contributions are therefore immediately visible online. Ximboland does not delete any contributions or select contributions in an arbitrary fashion without this being based purely on the necessity to respect the law. Each User must accept responsibility for their posts and ensure that basic legal and regulatory provisions are respected, in particular those referred to in the "The User's specific obligations" section. The User is informed that any contribution may be deleted if it does not respect the legal and regulatory provisions, in particular those indicated in the "The User's specific obligations" section. Exclusion is definitive and does not entitle the User to any compensation other than that provided for in paragraph 9. The User is solely liable for the Contents they post in the framework of the site - in dms, Xeets, profiles or Town Squares. Our laws around safety are divided into these categories
Laws around violent content in Ximboland are mostly flexible and decided in the Pink House by the government of the day. We also have a small number of laws around violent content that are fixed/Presidential legislation.
Laws around violence in Ximboland that are decided in the Pink House (flexible)
At one extreme an elected government may decide that violent content is completely prohibited in Ximboland whilst other governments may allow certain violent content to be openly shared in Ximboland.
Most violent content laws are flexible and decided by the government of the day. Some governments may allow our users to share graphic and violent media. They may feel that they want Ximboland to be a place where people are encouraged to express themselves, learn about what’s happening in the world, debate global issues, and share images and videos as part of the conversation. They may take the opinion that news coverage is often violent and to suppress this would impinge on our ability to have conversation and damage our freedom of speech.
However other governments may feel that healthy conversations can’t thrive when violent speech is used to deliver a message, and not every participant wishes to be exposed to violent Media. As a result, some governments may remove or reduce the visibility of Violent Content to ensure the safety of our users and prevent the normalization or glorification of violent actions.
Laws around violence in Ximboland that are Presidential/Fixed
We have a number of inflexible laws around violence and these include the outlawing of violence that is excessively gory, violence that is sexual in nature, threatening violence on others or, inciting, glorifying, or expressing the desire for violence. They are strictly prohibited and not allowed at any time by Ximbo or any government.
How a government defines violent content
Violent Entities and perpetrators of violent attack
Most laws around violent entities revolve are fixed legislation emanating from the President's office.
Presidential laws (fixed) on violent entities
There is no place in Ximboland for violent entities and perpetrators of violent attacks including (but not limited to) terrorist organizations, violent extremist groups, perpetrators of violent attacks, or individuals who affiliate with and promote their illicit activities. The violence and hate these entities engage in and/or promote jeopardizes the physical safety of those targeted.
Ximbos may not threaten violence, terrorism and/or violent extremism, nor promote violent and hateful entities.
Violent entities are those that deliberately target Ximbos, Xuggles or essential infrastructure with physical violence and/or violent rhetoric as a means to further their cause. These include, but are not limited to, terrorist organizations, violent extremist groups, and perpetrators of violent attacks.
Under this law, Ximbos can’t affiliate with or promote the activities of violent entities. Examples of the types of content that violate this law include, but are not limited to, doing the following on behalf of, indirectly, or directly for a violent or hateful entity:
Pink House/flexible laws around violent entities
Some governments may make limited exceptions for violent and hateful entities if they can determine the following:
Additionally Ximboland governments may allow, encourage or even facilitate discussions of violent and hateful entities for clearly educational, documentary, and/or newsworthy purposes.
Laws around adult content in Ximboland are mostly flexible and decided by the Pink House though we do have some fixed legislation.
Laws around adult content that are decided in the Pink House (flexible laws)
Some governments may support and allow the sharing of consensually produced and distributed adult nudity or sexual behavior. Ximboland is for adults and users under the age of 18 are strictly prohibited.
The government may believe that users should be able to create, distribute, and consume material related to sexual themes as long as it is consensually produced and distributed. Sexual expression, whether visual or written, can be a legitimate form of artistic expression. Some governments believe in the autonomy of adults to engage with and create content that reflects their own beliefs, desires, and experiences, including those related to sexuality.
On the other hand an elected government may decide to ban all adult content - either partially or completely for personal, religious or societal reasons.
Presidential or Fixed/Inflexible laws around adult content
Ximboland strictly prohibits content promoting exploitation, nonconsent, sexualization or harm to minors, and obscene behaviors. We also do not allow sharing adult content in highly visible places such as profile photos or banners.
The punishment for breaking these laws will be jail time/exile.
How a government defines adult content
Adult Content is any consensually produced and distributed material depicting adult nudity or sexual behavior that is pornographic or intended to cause sexual arousal. This also applies to AI-generated, photographic or animated content such as cartoons, hentai, or anime. Examples include depictions of:
Most of our laws around Child Safety are Presidential or fixed legislation meaning they are not able to be altered or changed by incoming Pink House governments.
Presidential or Fixed legislation around Child Safety
Ximboland and all its governments have zero tolerance for any forms of child sexual exploitation and remove certain media depicting physical child abuse to prevent the normalization of violence against children.
Our governments are all working to protect minors from sexual and physical abuse, as well as psychological harm that may result from sharing such content. With this principle in mind, Child Safety content is any content that contains Child Sexual Exploitation, Physical Child Abuse Media and Media of Minors in Physical Altercation, as defined below.
We encourage Ximbos to come to Ximboland to share stories, raise awareness, and speak their mind - including calling attention to the exploitation of children and minors. However, even when shared with the intent to bring awareness or justice, to express outrage or sharing content in a humoristic context, posting media of children experiencing sexual abuse or certain types of physical abuse can contribute to their revictimization and may even lead to the normalization of sexual or physical violence against children. When this content is shared on Ximboland, our governments may remove it even if it was shared with good intent. Our priority is to protect minors from physical and psychological harm irrespective of the context in which the content may be shared.
We use the terms children and minors interchangeably in any of our policies and define them as any person under the age of 18.
Child Sexual Exploitation
Ximboland, the Palace, the Pink house and all its governments have zero tolerance towards any material that features or promotes child sexual exploitation. This may include real media, text, illustrated, or computer-generated media - including generative AI media. Regardless of the intent, anyone viewing, sharing, linking, or engaging with any kind of child sexual exploitation material contributes to the re-victimization of the depicted children and puts children at an extreme risk of being harmed. This also applies to content that may further contribute to victimization of children through the promotion or glorification of child sexual exploitation.
Physical Child Abuse Media
To prevent the revictimization or normalization of violence against children, our governments will remove most instances of media depicting physical child abuse, even if shared to raise awareness or express outrage.
Media of Minors in Physical Altercations
Our governments aim to protect the wellbeing of minors involved in physical altercations, regardless of their status (i.e victim or aggressor), while balancing the need to raise awareness of these issues. When assessing the best course of action to take, we ask our governments to consider whether:
Laws around abuse and harassment in Ximboland are a mix of Presidential/fixed and Pink House/flexible laws
Presidential/Fixed laws
Ximboland recognizes that if anyone, regardless of background, experiences abuse or harassment in Ximboland then it can jeopardize their ability to express themselves freely and cause harm. To facilitate a healthy dialogue in the Town Square and empower individuals to express diverse opinions and beliefs, Ximboland prohibits behavior and content that harasses, shames, or degrades others. In addition to posing risks to people’s safety, these types of behavior may also lead to physical and emotional hardship for those affected.
There are some behaviours which clearly impact the ability of our democracy to thrive and are outlawed at Presidential level.
Ximboland and all its governments outlaw the targeting of others with abuse or harassment, or of encouraging other people to do so. Ximboland strictly prohibits behavior and content that harasses, shames, or degrades others, as defined below.
Targeted Harassment
All governments in Ximboland prohibit the malicious, unreciprocated targeting (such as mentioning or tagging) of individual(s), particularly when shared to humiliate or degrade someone. This can mean:
Incitement of Harassment
Ximboland prohibits behavior that encourages others to harass or target specific individuals or groups of people with abuse. This includes, but is not limited to: calls to target people with abuse or harassment online and behavior that urges offline action, such as physical harassment.
Unwanted Sexual Content & Graphic Objectification
While some consensual nudity and adult content may be permitted in Ximboland we prohibit unwanted sexual conduct and graphic objectification that sexually objectifies an individual without their consent. This includes, but is not limited to:
Pink house (flexible) legislation around abuse and harassment
Ximbolands mission is to provide the world with a democratic social media platform alternative. Free expression is a Ximbo right – we believe that everyone has a voice, and the right to use it. Ximboland's role is to serve the public conversation, which requires representation of a diverse range of perspectives. Sometimes Ximbos may confuse conflict and differing opinions with abuse or harassment. The Pink House and government of the day are the ones who will decide our tolerance on such matters.
Some posts may appear to be harmful or abusive when viewed in isolation, but may not be when viewed in the context of a larger conversation. For example, friends may consensually use certain terms or phrases to engage with each other that could appear abusive without this context. Ximboland also recognises that our platform can be used to call attention to, condemn, or highlight others for harmful behaviors. In such cases, we do not take action where the context is clearly non-abusive and intended to counter these kinds of rhetoric.
Some governments believe that criticism of both Ximboland other institutions, practices and ideas is a fundamental part of the freedom of expression and thus will not take action on such critical commentary.
To many Ximbos abuse and harassment and similar types of behavior will discourage Ximbos from expressing themselves freely, and ultimately diminish the value of our democracy. Therefore a government may decide to crack down on any forms of abuse and outlaw this behaviour whereas another government may be more lenient when it comes to abuse and harassment.
In taking action against abuse and harassment, the very same government may inadvertently have discouraged freedom of speech in Ximboland and therefore also ultimately diminish the value of our democracy. Therefore some governments may value freedom of speech more - at the expense of abuse and harassment.
Insults
Different Pink House governments value insults in different ways. Some may take action against certain insults or profanities whilst others may be more lenient. However, while some individuals may find certain terms to be offensive, one government may or may not take action against an instance where insulting terms are used.
The use of personal Pronouns
Given the complexity of determining whether such a violation has occurred some governments may choose to take action against those whom use the wrong personal pronouns whilst other governments may entirely ban the use of them per se.
The governance of hateful conduct is one of the most contentious and challenging of roles faced by any Ximbo government. Most of the laws in this category are flexible laws created by the government of the day in the Pink House.
Presidential/fixed legislation around the use of hateful conduct
Ximbos may not directly attack or dehumanize other people on the basis of race, ethnicity, national origin, caste, sexual orientation, gender, gender identity, religious affiliation, age, disability, or serious disease.
Pink house (flexible) legislation around abuse and harassment
Ximboland's mission is to give the world a democratic alternative to the established autocratic social media platforms. This means that certain governments may choose to implement policies that favour freedom of speech and the fostering of an environment to create and share ideas and information, and to express their opinions and beliefs without barriers. Free expression is a Ximbo right – some governments prioritise this voice, and the right to use it. They prioritise the role of facilitating and serving the public conversation, which requires representation of a diverse range of perspectives. Sometimes these views can directly conflict with other Ximbos identities. There is a conflict at the heart of many governments whom recognize that if people experience hateful conduct on Ximboland, it can jeopardize their ability to express themselves whilst at the same time clamping down on any ideas around subjects such as gender identity or national identity can result in a loss to freedom of speech. It is a dilemma faced by all Ximbo governments as well as governments all around the world.
Most governments are committed to combating abuse motivated by hatred, prejudice or intolerance, particularly abuse that seeks to silence the voices of those who have been historically marginalized. They strictly prohibit any behavior that targets individuals or groups with abuse based on their perceived membership in a protected category.
Other governments prioritise public conversation and freedom of speech ahead of the protection of minority groups and may allow uncomfortable opinions, discussions and conversation around difficult subjects.
Hateful references and terminology
Some governments strictly prohibit targeting individuals or groups with content that references forms of violence or violent events where a protected category was the primary target or victims, where the intent is to harass. This includes, but is not limited to media or text that refers to or depicts:
Slurs, tropes, swear words
Some governments may have a long list of prohibited terms and terminology - slurs, tropes, swear words and/or other content that intends to degrade or reinforce negative or harmful stereotypes. In some cases, such as (but not limited to) severe, repetitive usage of slurs, or racist/sexist tropes where the context is to harass or intimidate others a government may ask you to remove a post or they will remove it for you.
Other governments may have a more lenient approach to slurs, tropes, swear words and terminology choosing to favour freedom of expression over censorship.
Hateful Imagery
Many governments strictly prohibit hateful imagery such as logos, symbols, or images whose purpose is to promote hostility and malice against others based on their race, religion, disability, sexual orientation, gender identity or ethnicity/national origin. Some examples of hateful imagery include, but are not limited to:
Other governments may feel that these images are an important part of the freedom of speech and govern on context as opposed to usage. Some terms or posts may appear to be hateful when viewed in isolation, but may not be when viewed in the context of a larger conversation. For example, members of a protected category may refer to each other using terms that are typically considered as slurs. When used consensually, the context behind these terms is not abusive, but a means to reclaim terms that were historically used to demean individuals.
When a government reviews this type of content, it may not be clear whether the context is to abuse an individual or if it is part of a consensual conversation a d so they may decide to err on the side of freedom of expression.
Presidential (fixed) laws on suicide and self-harm
You may not promote or encourage suicide or self-harm in Ximboland.
In Ximboland we recognize that suicide and self-harm are significant social & public health challenges that require collaboration between all stakeholders – public, private, and civil society – and that we have a role and responsibility to help people access and receive support when they need it.
Ximbos can’t promote, or otherwise encourage, suicide or self-harm and define promotion and encouragement to include statements such as “the most effective”, “the easiest”, “the best”, “the most successful”, “you should”, “why don’t you”. Violations of this law can occur via Posts, xeets, images or videos, including live video. Ximboland defines suicide to be the act of taking one’s own life. We define self-harm to include:
Violations of this law include, but are not limited to:
Pink House/flexible legislation around suicide and self harm
Some governments may feel that expression of mental health struggles and stories are an important part of the freedom of expression. They may allow and even encourage the sharing of personal stories and experiences related to self-harm or suicide. They may encourage the sharing of coping mechanisms and resources for addressing self-harm or suicidal thoughts; and facilitate discussions that are focused on research, advocacy, and education related to self-harm or suicide prevention.
Other governments may wish to outlaw any discussion around these subjects whatsoever.
All of our laws around this subject are fixed Ximboland wide Presidential laws
Presidential laws regarding illegal goods and services
Ximbos may not use Ximboland for any unlawful purpose or in furtherance of illegal behaviors.
In order to keep our Ximbos safe both on and off Ximboland, we have laws that govern a dynamic range of transactions and behaviors. When our laws do not apply to a situation, we may rely on legal or law enforcement requests in order to comply with local rules and regulations.
We have laws regarding the following types of illegal and regulated behavior, in addition to the broader Ximboland laws:
Human Exploitation
Human exploitation refers to an act of taking advantage of individuals for personal gain, often through coercion, deception, or abuse of power. You may not attempt to smuggle, sell, or facilitate the selling or trafficking of other human beings or body parts (including your own), for sexual, labour, or other illegal purposes. This includes seeking trafficked individuals for hire or purchase.
Sexual Services
Sexual services include attempting or seeking in-person sexual services. Services involve financial transaction, physical meetup, and may be offered using encrypted communication. You may not seek, provide, or act as a “middleman” for offline sexual services.
Drugs
Our drugs laws covers illegal drugs, non-prescription drugs and precursor chemicals or substances that are used for the production of these drugs. You may not attempt to purchase, manufacture, smuggle, sell, or facilitate the sale or trafficking of drugs.
Weapons
Ximbos may not attempt to purchase, smuggle, sell, or facilitate the selling or trafficking of weapons.
Endangered Species
Ximbos may not attempt to purchase, smuggle, sell, or facilitate the selling of endangered species and/or products made out of endangered species.
Facilitating Illegal Activities
You may not facilitate illegal activity.
The establishment of the Fashionable republic of Ximboland is a response to the widespread demand for a democratic alternative to autocratic social media governance. The world’s major social media platforms claim to be based on good will and fair governance however most seek to impose their world-view on their users.
Ximboland is an antidote to this and leads the world in being run and governed as democratically as possible - for its users by its users. By Ximbos for Ximbos.
The republic was founded in 2007 by Sindy Laarson I aka Miss Bimbo. Sindy Laarson later went on to become the first and only serving President - President Sindy Laarson I.
Whilst this means that change is a relatively constant occurrence we believe that this is a price worth paying in order to defend democracy and to keep Ximboland free from the oppression and totalitarianism that envelopes other platforms.
Presidential (fixed) laws around Government Structure
The government structure of Ximboland is fixed and is the core of our identity. The power of lawmaking in Ximboland will never fall under totalitarian autocratic rule. Those powers will always be shared between the President and the elected government office. To give up on this premise is to give up on the founding goal ie of creating a democratic social media platform. Anyone whom calls for Ximboland to fall under authoritarian rule is guilty of treason and may be exiled.
Pink House/Flexible Laws around Government structure
There are none. Our structure and mission is set in stone in the constitution
Laws around freedom of speech and expression emanate from both fixed Presidential laws and flexible (Pink House) legislation.
Presidential (fixed) laws on Freedom of speech
Freedom of speech is the bedrock of our democracy. It is enshrined into our constitution by our founding Ximbos. Freedom of speech and expression must be defended at all costs lest Ximboland may fall under the autocratic rule of one leader/vision.
The Xemocracy arena will always be a place for Ximbos to speak freely and to criticize those in power.
However freedom of speech does not extend to undermining our democratic mission or undermining the President. Calling for a new system or change of President is akin to treason and citizens will be quickly exiled.
Pink House/Flexible Laws around Freedom of Speech
The Pink House has a lot of power when it comes to freedom of speech. See hateful conduct for more.
Presidential (fixed) laws on Treason
Undermining our democratic mission or undermining the President and their office is strictly illegal . The president's office covers all ministers or government workers appointed by the President themselves. Calling for a new system, undermining staff appointed by the President or asking for change of President themself is akin to treason and citizens will be exiled.
Challenging the views of elected government workers is prohibited and encouraged.
Examples
‘As long as Chris is here Ximboland is fooked’ - ILLEGAL because this statement does not respect the political system. Chris is the founder and President and can not be removed.
‘As long as XX (the minister of Justice) is here this site is ruined - he/she should be removed now or else i will leave’ this statement is ILLEGAL because it does not respect our political system and the fact that Minister of Justice has been appointed by the President and can't be removed by xitixens.
‘I dont like XXXX (insert Minister name) I can do a better job’ this comment is LEGAL because it respects our current political system.
‘We should get XXXX (insert minister name) removed from office because they are an idiot a liar and a cheat’ is LEGAL because it respects our political system.
‘I hate this site with its make believe fantasy and stupid nonsense’ is ILLEGAL because this comment does not respect our political system ie we are real and we are doing our best.
‘I don't see how this can place be a democracy if it was started by Chris/such and such was appointed by Chris’ etc is ILLEGAL because we are a hybrid democracy and there is nothing we can do about that. Someone had to start Ximboland and it was Chris so undermining this fact is in itself treason.
Pink House/Flexible Laws on Treason
Ximboland is a relatively young democracy and as such is vulnerable to attack from within. Words that undermine our democracy are seen by some governments as causing instability and conflict. Some governments may feel the need to clamp down on this behaviour whilst others err on th side of supporting the freedom of speech to criticize and analyse every aspect of Ximboland including our leaders - with the exception of the President and his office/government workers.

Anyone can report violations of these laws using the Ministry of Justice page. Click here Only senators are able to report Ministers for violations of these laws. Click here if you are a senator to report a minister.
When determining the penalty for violating these laws, a government may consider a number of factors including, but not limited to the severity of the violation, whether someone has been targeted (such as being mentioned, referred to by full name, referenced with a photo, etc), and an individual’s previous record of rule violations. The following is a list of potential enforcement options for content that violates these laws:
