its not really a vote when theres only ONE candidate and your forced to vote for that one person. You can't even bypass the screen until you vote for that one contestant. Why is there only one person to "choose" from?

Well simply, there's only one person to vote for because only one person bought the Senatorship required to become a state minister. Because the systems automatic even if there's only one person to vote for it puts 'all' people you can vote for into the voting page, even if it seems silly. It would take a lot more coding to make it automatic when there's only one contestant.
