the main issue that people had with the last election is that all the players in the new Prime Bimbo's state got bonuses, which is 1) unfair to people in states who didn't have a minister run, 2) will encourage people to only vote for their own state minister, and 3) make it so the bigger states will be more likely to have their minister win.Exactly! The "fix" that was just provided seems totally unrelated to the real issue. The only way I can see out of this is matching Atheista's bonus for all other houses, and moving from an oligarchy to an actually democratically elected government by removing the subscription requirement.

to then become the Prime Ximbo.

Yes a Ximbo can hold the position of Prime Ximbo for 3 terms max.
