It depends on the contest.
I believe the Prime Ximbo Fashion Contest (PXFC) has a minimum level requirement. So, you may not have been able to enter the January one, if that's what you mean.

When new contest apears you look at the details that is showed in first post - the dates from when till when it's open, contest requierments, prizes etc.
Then make a look based on contest requierments and enter in the contest with it. You enter by making a post with the outfit in most cases using the hanger icon or copy paste from profile picture. Sometimes the host let's to use screnshoots also.
About the PXFC Cinnamon already explained. The minimum level was 16 if I remember correctly.

Yes, contests have a date range for accepting entries. They have to have an end date so the judges can pick winners.
However, there are non-contest threads in the Fashion section of the forum. For example, the Plus Sized Looks & Disabled Looks threads are open for people to share their looks whenever, with no winners named.

The rest contest happen when someone decides to host them but you can see information(date and name) about upcoming contest also in forum section fashion and forum contests calendar if the host has asked PB to add it to the calendar.
