Heart was the one who proposed each state should have a minimum no. of entries to qualify for the final. I proposed the numbers based on the last SM election and she agreed. And no, she didn't make an alt to help you to make to the finals. She made it before the contest started. Her alt made the first entry in your state. Even if he counted, you would still had 9 participants.
Hurricane Tortilla entered as Atheista citizen, and changed the state near the end of the contest. That's why it didn't count because it was cheating, it was ruining the chances for Atheista.
And your state have enough active citizens, as well as your SM had enough of 'friends' who could enter and participate. Please, drop this act and 'giggles'. You don't seem genuine at all!

First it was Heartmarchs idea to set the limit.
Second she was the one who didn't bother to get more people involved. She said that she made a announcment with a pop us and that should be enough. Who will want will enter. That she don’t have time to waist over it. But she found time to make an alt and enter the contest. It was the first entry to the contest so don't tell me she did to make the state qualify. Even more so the alt was made when we only talkt about the possibility to host this kinda contest.
3rd I personally messaged players I know from Reasonopia to ask them enter the contest so did Dye. So don't you talk about Dye being stubborn and having a grudge towards Reasonopia. That's bulshit!
4th I was strongly against that Tortillas entry was counted to Reasonopia since they entered as a citizen of Atheista and changed the state at last day. I have a screenshot btw that proves it. I put so much effort advertising this contest - made an announcment with pop up, talk to some in private, spent hours on posting contest banners in Atheistas players comment section. Wasn't going let my state lose one place in finals after all the work I did.
Plus imagine what will happen if other players did it - it would make a huge mess.
5th She even didn't want the prize for the first part of contest to go to any of the participants from your state Ice_cream. All the rest SM was against it since those who entered wasn't at foult that state didn't gather the limit nedeed. They had put work to it and deserved the reward for it.
And no one from the SM was aloved to rate the entries from their own state.
