After hours of scouring old uploads by their IDs, I was able to find two other banned items, which were both located in Trash and had no title. In the first image you can see an identical flag to the one you saw and screenshotted. See the second image for it's information. Seeing as how Tibby didn't become the MoF until August, wasn't a shop worker before that, and didn't become PX until much later, they would never have had the opportunity to use that feature at all. I therefore make the claim, with fairly high confidence, that this item is a left over from the banned April 2025 items.
So, my reasons for suspecting Tibby is innocent include the following:
- No unnacounted for or offending items have been uploaded during Tibby's PX term/Eunuce's MoF term, Tibby's MoF term, or Toki's MoF term (yes, I checked every single item uploaded in the shop since the beginning of May 2025)
- Items matching the description were almost certainly created via the "replace image" tool, which is nonfunctional at this time and has been nonfuntional for over a year. Furthermore, the last time it was functional coincides with a time where we know for certain items like there were notoriously created in bulk.
Which is to say that I'm partially at fault for this confusion myself. I was, afterall, responsible for deactivating/replacing the images back then. This particular one (like the ones in the image) I just missed because it has no title and is no visible in any real category in the shop - which is to say that it is very tricky to locate. Still is, as you can see. Anyways, I do apologize for possible causing confusion and paranoia with this. I've renamed the banned items (just in case they need to be found again) in image three and deactivated them, which is all that can be done for them. Will continue to look for the remaining flag with the price of 45.
To also weigh in on the the reponsibilities of MoF. Yes, the MoF is the person who activates items and they need to manually activate every item uploaded by a shop manager.

This is, in fact, a still activated item, located in the Trash category. In all likelyhood, it was found at some point, in an other (normally visible) category and then later transferred to Trash - which allows for the item to be used in new look versions of an outfit slot. Because it is in an inaccessible category, it can not be added to new looks or found in the shop by anyone who does not already possess the item. But the flag could be made "invisible" by being layered underneath a background and then later unveiled again by layering on top. This is my best theory for what is going on with this image.
