An alternate account (or "alt" for short) is an account used by a player for diffrent reasons. Some people use them so they can have different personas while others use them to sidestep punishments, to gain something for themselvs.

You can organize contest alone or with someone else. You need a contest theme and description to give an idea to participants about outfits. There could be a few samples of outfits as well made by you and your co-hosts or judges if you pick some.
Date should be set - when contest starts and when it ends. Forum modes can help with keep the thread locked before the start and to lock it after the deadline. Then you (and your co-hosts/judges) pick the winners. You can make some rating system or just pick them. Your rating system depends on you. When you are done the time is to announce winners in public.
There are usually prizes for contests winners. They may come as banners or to be more tangible such as b$, diamonds, chests or tickets. Hosts usually sponsor prizes themselves. Banners are not necessary but players just love them. You can make banners for winners only or for all participants.
