Depends.
When I lived in an apartment building, neighbors sometimes left clothes on a table near the mailroom with a "free" sign. 
I have also given clothing directly to people I knew, like a friend who was broke. 
You can also donate them somewhere. One of the hospitals I work at collects clothes donations to give to patients who need them. There are many other places you can donate, like charity shops, churches, or homeless shelters.

My earlier post was about ways to donate clothing still in good condition. I realized you may be talking about stained or ripped clothing. 
In this case, you can cut them up to use as rags for cleaning, such as wiping your counter. Depending on your crafting skills, you can also make items, such as braided rugs with fabric strips. 
Another option, if you are a sewer, is to try to "refashion" an item, such as dyeing it to hid the stains. There used to be a lot of bloggers who did this. One example is New Dress A Day. 

I have also heard of companies that will "recycle" fabric, but I don't know how common this is.

Thank you for all your ideas Cinnamon! Usually I like to donate my clothes but I was wondering if there are more effective ways to handle them! I would have to do some research on recycling clothing near me, I don’t think it is very common

I want to become a minister or Prime Ximbo. How do I do that?
Any Ximbo citizen can become Prime Ximbo using the democratic process. Its a 2 stage process from Senator>Prime Ximbo. All Ximbo xitizens can vote in general elections but in order to put themselves forward to become Prime Ximbo/a minister they must first become a Ximbo senator.

Can I become Prime Ximbo more than once?
Yes ­ a Ximbo can hold the position of Prime Ximbo for 6 terms max.

How often do elections take place?
The Fashionable Republic of Ximboland holds elections every 3 months for Prime Ximbo and every 3 months for State Ministers.

What is the treasury/ministers/Prime Ximbos salary?
The treasury/salary is the bank account of The Fashionable Republic of Ximboland. This figure is transferred to the paypal account of the Prime Ximbo at the end of their 3 month term in charge.

The treasury is funded by the Ximbo xenators.
A percentage (33%) of the money paid by Ximbo xenators via Paypal is transferred into the Ximbo treasury. The rest is used for further Ximboland development.
