For me the key thinking about Ximboland is this point -
Ximbolands purpose is to serve the world by offering a truly democratic alternative to the established, familiar and autocratic social media platforms eg facebook and twitter.
So please remember this at all times. Whenever you say that I need to define the rules clearly then in my mind you are trying to undemocratically install me as a dictator/autocrat. This completely undermines the premise of Ximboland as I see it.
To me the only unique aspect of Ximboland is the democratic shared power element. That means that you and I must resist to install myself or anyone as an all encompassing authority. The site should be run for Ximbos by Ximbos as much as possible. That means the elected government should make as many laws as possible at all times.
Yes that means some laws may change every 3 months but that is a price worth paying for democracy isn't it?

Here is a suggestion for how that might work:
Phase 1: Open discussion
It would start with creating an open thread for the discussion of these controversial topics. Let’s pick “graphic adult content” as an example. At first, I’m sure the thread would consist of arguments for and against levels of graphic content.
One user might say
“I know this is an adult website but I came here to dress up and have one. I don’t want to see images of BDSM porn on my Xeed.”
Another user might say
“We’re all adults here. This is a great place to discuss fetishes and other heavier sex topics. Just ignore it if it’s not for you.”
A third user might say
“Isn’t there a whole forum section for sexy topics” Can’t the heavier topics just be there?”
And so forth
“What even constitutes ‘graphic adult content’? Still pictures of naked people seem fine but a gif of a lady deep massaging a Richard seems kind far. Blood is definitely too much.”
I'd recommend having a set schedule for this discussion, with a deadline to close it (so that the thread does not devolve into running in aimless circles around the same argument between unproductively). After the agreed upon time, the thread would proceed to phase 2.
Phase 2: Proposing positions
At the later parts of the conversation, people may formulate their positions into more concise petitions for new laws. The language should be more concise, clear, and professional as the positions would form the basis for an amendment to the constitution.
A lenient user might propose:
“The Democratic Republic of Ximboland is a nation founded on protecting sexual liberation. It is permissive in graphic sexual imagery and language provided it poses no threat of harm to citizens of Ximboland or any foreign nations. Inciting, glorifying, or performing illegal sexual activities (in the UK) involving real people are strictly prohibited. Artistic, fictional, and hypothetical references or depictions are allowed however.
Permitted graphic sexual content is allowed in all public places in Ximboland including all forum topics, chatrooms, personal a user’s own profile, and xeets. Users retain their right to peaceful living and can opt out of private communications of graphic sexual content by communicating their discomfort. Continuing efforts to expose other users privately and personally (via private DMs or profile comments) is a condemnable action which constitutes harassment.”
A stricter user might form an opposing proposition:
“Ximboland has a variety of citizens who hold the right to cultivate and personalize their user experience along with the type of sexual content they encounter. There is a clear established area for the discussion of graphic sexual content, and thus, outside of Cindy’s Sex Shop, users should refrain from publicly depicting, displaying, or discussing explicit sexual acts. Consensual private correspondence is at the discretion of the users. Casual, non-graphic mentions of sex and sexual activities are permitted sitewide.
Within Cindy’s Sex Shop the sexual content should follow the general site rules. No content depicting illegal (in the UK) sexual activities should be posted in earnest in an effort to incite, glorify, or document such actions regardless of whether the subjects of the depiction or fictional or actual. Legal graphic legal activities may be depicted provided the subjects are fictional and the purpose is art or entertainment.”
If reading these petitions made other users think that they were not quite right, it would be up to them to write another petition with better writing. (Of course, the actual petition laws would likely go into more detail than I did above.)
Phase 3: Voting
At the last phase all these official “petitions” are gathered and voted on by active users (or by senators only if you think that’s better) countrywide. The petition with the most votes would become the “official position” of Ximboland on the matter. Future changes to the ruling would have to undergo a similar process anew.
In the end, the change/introduction to the rule would have to be officially declared.
If a poll feels too “unofficial” and inadequate for the job, the Ximboland Court might offer an excellent forum to perform. From what I can tell the “guilty/innocent” options are the only ones it allows for atm, however, so this would probably require some coding changes. Alternatively, you could also form an alternative wherein the users “rank” all the options from most just to least just and the cumulatively most popular answer wins.
The need to change the rules could easily follow the same process.

In your example here on adult content. There is no right and wrong answer right? So in your government you may want to have a poll for the law and if someone else wins they may just decide to implement their own policy.
