What if we enforced that MoJs HAD to publicly post their rules/guidelines at the beginning of their term in an accessible way (i.e. not behind a paywall) to further prevent people being baselessly jailed and stick to those rules/guidelines for the entirety of their term? that way users could also make sure to abide by these rules and stay out of jail. That was a big issue this time around, no-one knew what the rules were and people were being jailed for stuff that wasn't against the rules, seems like a win-win since everyone would easily have a reference for acceptance/unacceptable behaviour and hopefully stay out of jail
