I was looking in my closet for something to wear this morning and was reminded of a mental condition I have.  Yes, clothes do something to me when I see them on people.  It is like being able to see inside a persons whole life with the perspective of a ghost.  Every moment a person wears it, it records a history to my sub-conscious.  This make me very wary when I'm in public, and I try very hard to not read or even look at tee shirts worn by men. On the other hand, I love seeing young women in floral-prints, anything really.  It shows an inner beauty like angels, or a good aura around the wearer.

 One game I do play with this ability is spotting couples swapping everyday clothing items.  Men wearing wives sleep pant's while shopping is so tacky I find it hard to repress laughter.  And Please, for the love of God, Women,  Stop wearing your men's Boxer's !!!  It leaves me emotionally scarred when I see them on you.

I have one pair of my partner's boxers, back when we were in the long distance relationship he gave them to me because they were getting kind of small, its one of my favorite pieces of clothing. I only wear it to sleep in, though. I can't see myself going out in public wearing them. 
I myself struggle with Social Anxiety, in the eight months since I've moved here, I have not stepped foot outside by myself, I keep promising myself tomorrow I'll try but it just doesn't happen. It reminds me of when I was younger and suffered from Selective Mutism, every day I promised myself that tomorrow I would speak, I would say something, anything, it took me 15 years but I finally fulfilled my promise to myself. I'm hoping it won't take that long this time.

Start small. I was talking to my therapist about how I can't seem to verbally talk to the people around me. I have a  journal that I write in that my best friend is allowed to read and I do write in there sometimes, yet I can't bring myself to speak. She pointed out that the journal is actually a great start, that I shouldn't pressure myself to write in it everyday. Maybe try once a week. Then work up from there, on my own timeline at my own pace, and eventually lead that into actually speaking about what's going on in my head. No one can tell me what kind of timeline I should have for this goal, that's up to me. Focus on the progress.
 
So for you what I'm thinking is something along the lines of, don't start of thinking Tomorrow I'm going to go out and meet someone new and talk to them and make friends. That would be terrifying, you're not there yet. Instead try something like. I need to go to the store to pick up something. While I am there I am going to smile and nod at one person. Then if that scares you think What am I afraid of? Is it that I am afraid they will talk to me? Okay so maybe they will, maybe they will say hello how are you. Generally these days such social interactions don't go beyond that. I just have to say, I'm alright, how are you? Have a nice day. No interaction will likely call for anything more than that. So I know what you're thinking next but what if that's too much? What if I panic? 
Guess what? You'll be okay. You can put down whatever you were going to buy, walk out of the store without talking to anyone else, and quietly retreat to your safe place. And maybe it was hard, and maybe it takes you some time to calm down afterward but nothing terrible happened, and you made progress. The next time you try to go to the store you can say last time I smiled and nodded, I spoke when I was spoken to. This time I'm going to keep to myself and just get what I need. And that's okay, because you don't have to do it all at once. Little steps at your own pace.

Part of the problem is that I can't speak French, I'm learning but I never know what people are saying to me and I can't answer them. I'm not even looking to make any friends I just want to be able to let my son run around for a bit.

I think what made it possible is that I have been in school with these same people for many years by then, in a sense I got to know them and they became faliliar so I felt comfortable speaking to and in front of them. I kind of reverted when I graduated from 8th grade and went to a new school.

for me that sounds like you did what is your problem now (go out by yourself, get to know people or "the world around you"...) over and over in your life...

when you think about the situation you have now, can you think of anything that could help you?
or trie to answer the question in fiction: what has happend when you had been able to do what you want to do?

For the situation now, having a yard would help me get out the apartment, as it is there is a road right when we open the door and one right behind the apartment building and my son has a habit of bolting and I couldn't trust him to stand still while I close the door. I have a horrible sense of direction as well so I'm afraid of getting lost and having no one to call to ask for directions.
