This thought is very "MissBimbo".
"Right or wrong" fashion.
At MIssBimbo people cursed each other in fashion tournaments, it was bizarre. There was a space for you to judge and you could even write a comment.
Prime has an obligation to politically manage the game, bringing new air and going back in time, I don't believe it is the best way.
Many here who played MissBimbo evolved their "Pokemons" and adapted to the new lifestyle of the game we love.
There are so many other things to include, the forums are full of ideas.
Want to create a fashion trial? Create a fashion week with new items for players to judge the best items and new pieces, create more competitions between states, (anything else), or open an alternative for players who want to be judged.
More than anything, you need to encourage players, especially new ones, and not crush them.

I am not introducing anything new or undermining anyone. I respect you, Cherri and the elected government.
However, I will hold you to account. 

We have always had fashion and we have always had court cases. What we have lacked is leadership. The leadership to assert what is cool and what is fashionable. Would you turn around to Anna Wintour or Vogue and say 'oh fashion is subjective - let anyone do what they want in your magazine?' NJo of course not. So if that's the case why are we afraid to police our own fashionable population? 

Why are the  fashion police called the fashion police if they don't actually police any fashion?
They just waste all their time and our taxes worrying about petty personal pronouns instead of actually policing the important stuff ie serious crimes against fashion

I know you want Ximboland to be the most fashionable republic to ever exist, but I feel like you're not tackling the core problem here when it comes to bad fashion

You see, you yourself has been wanting a new layout for the internet republic and requested people to apply to work on the new UI/UX design for the website, to which I did, and as you might imagine it will be of great benefit to give the republic a new look, a better and improved layout for the internet republic will lead to better fashion, because if the site looks glamorous then so will the citizens

The same goes for the proposed Senator perks, the sooner they get implemented the more likely it is for citizens to buy Senator and the more access they have to better fashion

However, if you instead choose to put your effort into persecuting citizens rather than listen to the people who want to work with you to improve the republic then that in itself feels like you are a traitor to not only the Ximbos inhabiting Ximboland, but also towards the republic itself and Miss Bimbo, and no one wants to work and listen to a traitor

The citizens are already voicing their displeasure with the way you're handling this, while Cherri is working hard as Prime Ximbo and already built quite the fanbase

With Cherri as Prime Ximbo the previous dictatorship that the republic was under has been dissolved, the current government is letting the citizens do as they please within reasonable bounds and some citizens already expressed that this is the most freedom they've ever experienced since immigrating to the republic, a lot of things have already been accomplished under Cherri's term and I'm sure if she is forcibly removed from her position a Ximbo revolution will rise up

How can you expect the citizens of Ximboland to abide by the fashion laws if you don't want to put in the effort to make the republic itself more fashionable?

Yes there is a lot of truth in what you wrote here. We certainly need to upgrade the look and feel of Ximboland as whole. Thats something I am slowly getting around to focusing upon.  However you seem to be overlooking the governments and the  individuals responsibility to fashion. Just allowing people to dress as UX (Ugly Ximbos) is irresponsible of you.

This is lazy and inaccurate - especially for a Prime Ximbo. 
I have never once criticised our wonderful designers and shop workers. I have only criticised the poor way those designs have been put together and used to create someone's 'fashion' . In actual fact I am supporting our designers by calling out the poor taste of someone whom is abusing our wonderful fashion

you cant have standards in fashion because there IS no standard! you are not the decider of what is good and bad, nobody is. you might have ideals and so do the rest of us and as a democracy its all our choice. beauty is 2 different things to 2 different people but its still beauty. and what do you know as a man about beauty mr nuts? you can barely dress yourself, the ximbos against you have more fashion cred. ur outnumbered. like can we actually look at the definition of fashion?
